Program of the Governance of natural resources and local development course (2019-II) of Professor María José Restrepo and Professor Juan David Gutiérrez (Technological University of Bolívar, Summer School – Master in Development and Environment).


Academic coordinator and professor in the third edition of the High-level course in extractive income management for development (2017-II). The Course was jointly funded and offered by the Externado University School of Finance, Government and International Relations and the Natural Resource Governance Institute (NRGI). I also participated as a teacher in the first two editions of the Course (2016 and 2017-I).

The three main objectives of the course were the following:

  1. Examine the basic conditions for the good governance of non-renewable natural resources and, in a timely manner, for the good management of extractive income.
  2. Land these conditions in relation to the Colombian extractive sector and the General Royalties System (SGR).
  3. Introduce tools and methods of analysis to make decisions regarding the best use of extractive income and to promote local development in contexts of abundance of non-renewable natural resources.
