Juan David Gutiérrez Rodríguez

PhD in Public Policy from the University of Oxford School of Government. I received a Master of Law and Economics (LLM) jointly awarded by the University of Bologna and the University of Erasmus Rotterdam. I also received a master’s degree in Public Policy in Latin America from the University of Oxford. I hold a bachelor in law from the Universidad Javeriana (Bogotá).

I am an Associate Professor at the Faculty of International, Political and Urban Studies at Universidad del Rosario (Bogotá, Colombia)

My research interests include: competition law and policy, economic regulation, policy analysis, artificial intelligence, and natural resource governance. I have published articles in international journals such as Extractive Industries and Society and Latin American Law Review and in national journals such as Revista Desarrollo y Sociedad, Ópera, Revista de Derecho de la Competencia and International Law. I have also contributed chapters to books published by Edward Elgar, Hart Publishing, Kluwer Law International, the Banco de la República de Colombia, and the presses of Universidad de los Andes, Universidad Javeriana and Universidad Externado. I have more than 15 years of experience as a consultant in legal and public policy matters. I have advised governments of Latin America and the Caribbean, civil society organizations, trade associations and companies. I was an advisor to the Minister of Justice and Director of Formal Justice of the Ministry of Justice of Colombia. I’m the director of the Latin America chapter of the Academic Society for Competition Law – ASCOLA.
