Education: PhD in Public Policy from the University of Oxford School of Government. Master of Law and Economics (LLM) jointly awarded by the University of Bologna and the University of Erasmus Rotterdam. Master in Science in Public Policy in Latin America from the University of Oxford. Bachelor in law from the Universidad Javeriana (Bogotá).
Current work: I am an Associate Professor at the School of Government of Universidad de los Andes (Bogotá), where I teach and research about the intersections between public policy and technologies.
Research interests: public policy, public management, artificial intelligence, regulation, and natural resource governance. I have published articles in academic journals such as Extractive Industries and Society, Law and Development, Latin American Law Review, Revista Desarrollo y Sociedad, Estudios de Derecho, Desafíos, Ópera, Revista de Derecho de la Competencia and International Law. I have also contributed chapters to books published by Edward Elgar, Hart Publishing, Kluwer Law International, the Banco de la República de Colombia, and the presses of Universidad de los Andes, Universidad Javeriana and Universidad Externado. Associations. I am an expert of the Global Partnership on Artificial Intelligence (GPAI), where I co-lead the project «Algorithmic Transparency in the Public Sector». I am part of the extended board of directors of the Academic Society for Competition Law (ASCOLA) and co-director of its Latin American branch.
Consulting experience. I have more than 15 years of experience as a consultant in legal and public policy matters. I have advised governments of Latin America and the Caribbean, international organizations (UNESCO, ECLAC, IDB, APEC), and civil society organizations (Ford Foundation, NRGI, ILDA).
Previous work. Previously, I was an associate professor at Universidad del Rosario (Bogotá), an advisor to the Minister of Justice, and Director of Formal Justice of the Ministry of Justice of Colombia.
